Piper was on a rampage after failing to take out Angel. Her reasoning skills were non-existent at the moment. She didn't understand that he was a vampire, already dead. She teleported elsewhere in the building, searching for another evil-doer. She sensed someone who was at least morally questionable. The perfect victim.
